Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Library Development Specialist 1 OR be reachable on the Library Development Specialist 1 eligible list.

*Leads to a maximum salary of $90,020 based on annual performance advances.

Duties Description The Office of Cultural Education anticipates filling a Library Development Specialist 1 position in the New York State Library’s Division of Library Development (DLD). The incumbent will perform a variety of activities in a team environment to assist in planning, regulation, coordination, and development of statewide library services. Under the direct supervision of the Library Development Specialist 2, other duties will include, but not be limited to, the following:

• Providing consultant and advisory services to localities, libraries, and library systems on library-related governance, funding, legal, and policy matters;
• Assisting with the management and delivery of a variety of state and federally-funded statewide library programs and services;
• Assisting in the development and delivery of system-based, regional, and/or statewide informational and training programs, workshops, and conferences;
• Serving as a speaker, resource person, facilitator, and/or trainer for training programs, workshops, and conferences;
• Providing assistance to advisory groups and other entities regarding statewide communication and advocacy efforts;
• Assisting with the coordination of the collection and dissemination of information and data about libraries and library services;
• Assisting in public policy development, including research for, and development of, legislative and regulatory language for statewide library programs;
• Representing the New York State Library by making presentations on state policies, plans, and processes; and
• Supervising the work of education program assistants, support staff, interns, and others as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.
