Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3 (Prog) OR in a position G-21 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications

• Experience with development technologies that may include MS Access, .NET, Java and JavaScript and Oracle databases; with significant experience with VBA coding in MS Access.
• Experience writing complex SQL statements.
• Experience translating business requirements into technical specifications
• Experience with web services used to exchange information with other software applications. Knowledge of XM, web service standards and XSLT transformations.
• Experience with each phase of the software development process and various application platforms.
• Strong analytical, problem solving and conceptual skills.
• Strong written and verbal communication skills.
• Ability to clearly and appropriately convey information to technical staff as well as non-technical program staff.

Duties Description Under the direction of an Information Technology Specialist 4, the Information Technology Specialist 3 will be assigned to the Executive Applications Unit within the Disabilities and Aging Cluster. This position requires significant knowledge and experience in database technologies.
Duties will include, but not be limited to:

• Exhibit highly proficient programming abilities. Ability to code, test and debug system application code using VBA, SQL, Java.
• Perform application program development, unit testing, debugging, integration testing, system testing and implementation activities of new applications and program modifications.
• Work as a member of a team to gather, analyze and document business requirements for new application requests or changes to existing applications.
• Participate with project team to determine data structure, database design, user interface and appropriate functionality.
• Assist with establishing the scope for projects and review the status of all tasks to ensure that schedules are met and project objectives are accomplished.
• Develop and maintain system and user documentation.
• Maintain a thorough understanding of the environment to ensure adherence to standards and utilize accepted practices for application and system design.
• Make recommendations for infrastructure improvements and deploys and maintains systems in accordance with established guidelines.
• Provide technical guidance and mentoring to team members on data standards, guidelines and best practices.
• Provide ongoing support and maintenance for all production applications. This includes trouble shooting and responding to end-user questions.
