Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming) OR have one year of permanent competitive or 55b/c service in a title eligible to transfer under §52.6 of the Civil Service Law OR be reachable on the Information Technology Specialist 3 (Programming) eligible list.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 3 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will be responsible for participating in a variety of IT support activities associated with the Office of Adult Career and Continuing Education Services (ACCES). Travel and occasional off-shift/on-call work may be required. Duties of this position will include, but not be limited to, the following:

• Collaborate with ACCES to understand and document their business workflow processes and requirements;
• Assist with the maintenance and development of computer systems which automate the business processes of ACCES;
• Lead system analysis and design sessions;
• Develop and execute comprehensive system test plans and the implement corrective actions as needed;
• Identify and troubleshoot problems and implement appropriate solutions and document systems according to Department standards;
• Coordinate with IT technical units to help resolve issues with servers, network circuits and desktop computer hardware and software;
• Supervise Information Technology Specialist 2 staff;
• Exhibit highly proficient programming abilities in PowerBuilder and Java as well as knowledge and practical experience with XML and Oracle.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment.
