Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 2, G-23 OR in a title at the G-21 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades or one M-grade.

Duties Description The Business Systems Analyst 2 will function as the Department of Motor Vehicles’ (DMV) Customer System Modernization Business Analyst/Architect and will report to the Business Analysis/Business Architecture Director within the General Government Cluster’s (GGC) bureau of Customer Engagement and Project Management. The incumbent will assist in facilitating and eliciting the business, functional and non-functional requirements across the project and system development lifecycles for a large multi-year, multi-project DMV modernization initiative, and will work to develop and document a detailed description of the as-is and to-be business process requirements for the DMV modernization efforts. In addition to managing the requirements specifications for DMV application systems, the incumbent will serve as a lead business analyst and participate in the project planning, QA test planning and execution. This position will also assist with system training/communications, and as part of this modernization effort, it is anticipated that the incumbent will also be required to learn and become proficient in utilizing an automated policy automation software tool which will be developed as a business rules engine (BRE) in a service oriented architecture. Duties will include, but are not limited to:
• Demonstrating expert level experience with business analysis industry standard practices and techniques including enterprise analysis, requirements planning and management, requirements elicitation, requirements analysis and documentation, requirements communication, solution assessment and validation, and testing and implementation.
• Developing analysis documentation required for business cases, project proposals, and ROI assessments.
• Preparing and analyzing statements of work, including personal and non-personal service estimates for resources.
• Eliciting and documenting system business requirements, and analyzing solutions.
• Utilizing requirements based analysis and testing techniques, as well as the utilizing and supporting BA/QA management tools.
• Assisting in the definition and establishment of the application platform.
• Supporting and troubleshooting agency IT environments as they are modernized.
• Developing strategic plans, communication plans, and status reports for the DMV modernization programs.
• Assisting in the development of investment plans for technology alignment with requirements and standards considering possible issues or limitations.
• Assisting in analyzing business technology solutions and processes, with an understanding of the DMV application solutions, integration strategies, and the rationalizations for modernization.
• Working within DMV and across GGC agencies to develop business architecture strategies in alignment with enterprise technology investments, system architecture and the maintenance of business operations.
• Ensuring the modernization practices align with all ITS, state and federal policies and standards.
• Analyzing legislative and policy changes in alignment with technology strategies and their possible application toward modernization efforts.
• Providing expert insight for analysis, development, implementation, quality assurance, maintenance, and enhancement of the DMV’s complex IT modernization initiatives.
• Communicating verbally and in writing to agency executives, IT managers and staff, end users, other agencies and governmental organizations, and agency business customers and vendors.
• Building and maintaining relationships with information technology managers within the agencies, cluster, and enterprise for sharing of information and experiences and collaborative problem solving.
• Participating in business analysis and business architecture organizational maturity by assisting in developing, communicating, and maintaining methodologies and standards enabling a consistent approach to business analysis and business architecture across the cluster.
• Working closely with agency personnel at all levels to support policy changes.
• Developing and integrating a business rules engine (BRE as a Service) with internal and external user interfaces and service oriented architecture (SOA).
• Supervising Business Rule Engine (BRE) Business Analysts in the authoring of policies that will be implemented utilizing a Business Rule Engine (BRE) using the Oracle Policy Automation (OPA) BRE technology.
• Developing performance programs and conducting periodic performance reviews for direct reports.

Additional Comments This Office of Information Technology Services position but will be assigned to the General Government Cluster. Position will be filled pending Department of Budget approval. Some positions may require fingerprinting.
