Minimum Qualifications Please note: Individuals must be employed by New York State to be eligible for appointment to this position.
Candidates must be currently permanent in title and eligible for lateral transfer;
OR
in a comparable title (i.e. Chief of Mental Health Treatment Services) and eligible for a Section 52.6 or 70.1 transfer.
Preferred Qualifications:
•Program evaluation experience including: patient care and relations; JC and CMS compliance; risk management; performance involvement; and infection control.
•Strategic planning experience developing policies for improved quality.
•Demonstrated familiarity with quality concepts, practices, and procedures.
Duties Description A Chief of Mental Health Children’s Treatment Service plans, coordinates and evaluates comprehensive care and treatment programs in OMH children’s psychiatric centers and children’s units at OMH psychiatric centers.
•Engages facility leadership, local governmental officials, mental health representatives, and families to ensure the most effective and efficient delivery of care and treatment services to children and adolescents with serious emotional disturbances;
•Reviews the scope and details of existing facility programs in a given catchment area to assess their value; monitor facility admissions and discharge processes to maintain unit census; oversees environmental reviews to ensure safe and therapeutic patient environments;
•Maintains compliance with the regulatory environment, including standards and regulations of The Joint Commission, Centers for Medicare & Medicaid Services, and Inspection of Care surveys, in order to sustain levels of care and service.

Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
