Minimum Qualifications One year of permanent competitive service as ITS 3 (DB), G-23 or in a position deemed administrative under Section 52.6 of the Civil Service Law or in a title designated appropriate for Section 70.1 transfer of the Civil Service Law such as ITS 3 (DataCom), G-23. Duties Description The Office of the Attorney General (OAG) is seeking an Information Technology Specialist 3 (DB) to work within our Application Development section. The incumbent will be responsible for the design, maintenance and support of the customization of our public and internal databases and websites. Under the supervision of an Information Technology Specialist 4, the incumbent of this position will work with significant independence.

Duties:

• Participate in requirements gathering for highly visible applications with short project time lines.
• Convert end user requirements into logical database models.
• Convert logical database models into scalable, efficient physical database models.
• Design, build, maintain and support the OAG’s custom Oracle databases using products like Toad, PL/SQL Developer, SQL Plus and Oracle Designer.
• Create and maintain documentation supporting physical models, logical models and other logical flows.
• Creation of PL/SQL packages, functions, stored procedures, materialized views, triggers, sequences and other associated data tier objects in conformance with OAG naming and performance standards.
• Creation of scripts and associated permission grants to necessary objects.
• Small to large volume extraction, transforming and loading of data from various sources, incorporating SQL*Plus copy and scripts.
• Produce time sensitive ad hoc reports in response to customer needs.
• Interact with end-users and supervisory staff to troubleshoot performance, data and training issues.
• Develop and implement test plans for new and existing code for development environment.
• Troubleshoot and perform root cause analysis to diagnose issues.
• Document support calls completely in call tracking software. Document all user requested enhancements.
• Supervision of ITS-2 staff and the delegation of tasks to other staff and contracted consultants may be required.
• Contribute to agency coverage requirements for production applications.

• Strong understanding of n-tier architecture for a web environment.
• Experience in OLTP and Data Warehouse schema design.
• Proficient with PL/SQL, SQL and debugging techniques.
• Proficient with ETL and data migration.
• Experience with SDLC and full development life cycle.
• Experience developing and deploying web-based applications.
• Experience gathering business requirements from end users.
• Practical experience supporting end-users in a production application. Strong problem solving and analytical skills.
• Focus for quality, with attention to detail and the ability to meet strict deadlines.
• Strong communication and customer service skills.
• Experience working independently, but also as part of a team.
• Experience with Project Management lifecycles.
