Minimum Qualifications One year of permanent competitive service as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a position approved for transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Duties Description Within Public Safety Business Solutions, the Information Technology Specialist 3 will be responsible for developing, performing, and/or supervising all phases of a system life cycle, including gathering business documents, functional design, program design, coding, testing, debugging, documenting, user acceptance, and user training. The incumbent will also perform duties necessary to develop, enhance, and/or maintain mainframe applications. Additional duties will include, but not be limited to, the following:

• Act as a team leader or member, completing assignments in response to user requests.
• Supervise and direct subordinate staff
• Provide status reports for assignments in a timely manner.
• Show proficiency in COBOll, CICS, CA-Easytrieve, SQL, and DB2 in a mainframe environment.
• Act as a liaison between business units and developers.
• Collect system requirements from agency business units.
• Collaborate with business units and technical leads to translate business requirements into technical requirements.
• Participate in project scope and project plan development,
• Develop and maintain system documentation, including: business process analysis documents; business requirements; technical requirements; workflow diagrams; user manuals; and test plans.
• Conduct quality assurance testing to verify application meets the user requirements.
