Minimum Qualifications One year permanent competitive service as an Information Technology Specialist 4 (Database) OR in a position at G-23 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a position approved for transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.

Preferred Qualifications: Candidate should possess expertise in database administration, data modeling, data analysis, and database development; as well as business knowledge and the ability to work independently.

Duties Description Within Public Safety Business Solutions, the Information Technology Specialist 4 Database will work within the Public Safety Data Management Unit, which works with teams within the Public Safety Cluster on data analysis, data modeling, and database development (processes and procedures), as well as addressing ongoing support of the processes that run against the backend databases for mission critical systems including the Integrated Justice Portal, Homeland Security, and Emergency Management Systems. Duties will include, but not be limited to, the following:
• Acting as lead specialist for data analysis, modeling, integration and system design
• Providing expert database design assistance for complex applications
• Conducting design reviews and addresses deficiencies
• Promoting data transparency and sharing
• Data quality control
• Database capacity planning
• Ensuring security protocol and policies are adhered to
• Participating in development of database standards such a naming conventions, up to date protocol, performance standards and internal controls
• Providing support to application developers relating to database design and access
• Coordinating activities and providing recommendations as they relate to databases and business process architecture
• Database/Application development including procedures, functions, views, triggers, ETL (extract, transform and load) and specialized application access programs, procedures and reports
• Providing statistical reports, as well as ad-hoc reports to the business
