Minimum Qualifications One year of permanent competitive service as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a position approved for transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Duties Description The Information Technology Specialist 3 will serve as a lead analyst in the support of the Integrated Justice Architecture Board’s Integrated Portal Suite. The incumbent is responsible for directly communicating with, but not limited to, DCJS Operations Unit, Civil and Criminal agencies such as The Office of Court Administration and the FBI, offices under the DCJS umbrella such as SCOC, OPCA, ORJP, OVS in order to identify, analyze and prioritize application issues dealing with our core businesses. As such, the incumbent of this position serves as both business analyst, eliciting and extracting business requirements and documenting such requirements and as the quality assurance specialist responsible for test plan development, test case documentation, test execution and defect tracking throughout the software development life cycle. Additionally, the incumbent serves in support of the agency’s Customer Contact Center to troubleshoot and address statewide issues.
The Information Technology Specialist 3 develops and maintains system documentation related to the ongoing support of our highly available critical systems. The incumbent is called upon to train and support operational staff in the varied business requirements in their area of expertise through user acceptance testing. The incumbent of this position, therefore, will contribute crucial business knowledge, as well as develop the associated documentation and conduct application testing support of such.
The Information Technology Specialist 3 may be asked to supervise Information Technology Specialist 2 state staff and possibly consultant staff. This individual will be actively involved in a multitude of project development initiatives and will be required to perform direct supervision of testers on associated projects and support efforts.
