Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Preferred Qualifications:
• Three years’ experience in application development using object-oriented programming practices.
• Web application experience with web technologies, including JSP, Java/J2EE, HTML, CSS, XML, XSLT, SQL, PL/SQL, JDBC and Spring.
• Web services experience with SOAP.
• Experience in programming Java applications from specifications expressed by use cases, class diagrams, interaction diagrams and sequence diagrams.
• Experience with Oracle Siebel is preferred, but not required.
Duties Description The Information Technology Specialist 3 will be part of the team responsible for building a new system to support the new Medical Marijuana program (MMP). This will be a complex system that integrates with a number of internal and external systems, and much of the system will be built using Oracle Siebel. The incumbent will be required to learn how to develop software in the Siebel environment.
Duties include, but are not limited to the following:
• Serve as a team member within the Health Cluster, primarily to support the Bureau of Narcotic Enforcement’s Medical Marijuana Program.
• Participate in systems analysis and design, system development and integration of core business functions and system implementation.
• Develop software applications in a Java/Oracle environment.
• Learn to develop software applications in a Siebel environment.
• Prepare and/or assist with the preparation and maintenance of detailed technical procedures, user guides, system documentation, customer support documentation and design diagrams.
• Develop and execute units and system test plans.
• Provide end user support and/or training to Bureau of Narcotic Enforcement staff.
• Supervise staff as needed.
• Perform analysis and troubleshoot complex problems.
Additional Comments This is an Office of Information Technology Services (ITS) position in the Health Cluster and will be located in Empire State Plaza’s Corning Tower, Albany. Some positions may require fingerprinting.
