Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. Candidates reachable on the eligible list may be considered through a canvass and need not apply. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; and Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent, competitive service as a Supervising Computer Operator, G-18.

Minimum/Preferred Qualifications:

• Proficiency with use of learning management systems and training development software;
• Experience providing support to an organization or program by answering programmatic questions and providing assistance in using a software application(s);
• Experience working with State agency financial management software , and/or familiarity with other contract management applications and/or ERP solutions;
• Basic knowledge of the organization of New York State government;
• Self-motivated, thriving on a job well done and having the independence, initiative, and desire to achieve; and
• Working knowledge of the SFS or PeopleSoft modules is a plus.

Duties Description As part of the Statewide Financial System (SFS) Stakeholder Services Group, the incumbent may be responsible for training development, delivery and reporting. Additional responsibilities could include managing business functional implementation needs of end users and stakeholders of the State’s enterprise financial and accounting system. The incumbent may also be responsible for project managing stakeholder communication and change management tasks.

General Responsibilities:

• Develop and deliver training to internal and external users;
• Help facilitate and conduct stakeholder business process and system sessions and workshops with agency staff and other internal and external agency users on SFS Help communicate business process and system requirements to IT staff, agency staff and other stakeholders;
• Determine level of efforts required for tasks and estimate timetables for completion of tasks as assigned;
• Serve as a liaison between business and IT staff and assist higher-level analysts in communicating requirements to stakeholders;
• Ensure stakeholder training materials, project artifacts and communications needs are met within assigned timeframes; and
• Review and validate key stakeholder communications for technical accuracy prior to sharing with audience.
