Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 1, G-14, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 1, G-14. Candidates reachable on the eligible list may be considered through a canvass and need not apply. This position is also open to NYS employees with one year of permanent, competitive service as an Information Technology Specialist 1, G-14, or to those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifing administrative title such as Business Management Assistant, G-14, Internal Auditor, G-14 or Program Research Specialist 1, G-14.

Preferred Skills and Abilities:

• Ability to understand the functionality among the different Statewide Financial System (SFS) modules;
• Ability to identify and evaluate software, tools and resources to determine potential benefits and uses in the Help Desk function;
• Knowledge of System User Help Desk operations and tools;
• Strong interpersonal skills and ability to work on cross-functional teams; and
• Strong verbal and written communication skills, with an ability to express complex business concepts in technical terms.

Duties Description The Statewide Financial Technology Operations Group is comprised of the Batch and Security Operations Teams. These teams are responsible for oversight and maintenance of batch scheduling and transmission support for the Statewide Financial System, as well as managing all internal and external access to the Statewide Financial System.

Specific Responsibilities May Include:

• Assist system users in finding resolution to issues and problems;
• Support users in the implementation and use of the new system including, but not limited to, screens, access, and reports;
• Identify and analyze common or related problems; make recommendations to technical and business staff for system adjustments to address and resolve;
• Prioritize issues and route to appropriate internal or external resources;
• Provide courteous, timely responses to all user inquiries;
• Analyze user inquiries to identify possible training opportunities or system problems with the new Statewide Financial System;
• Batch schedule administration and maintenance;
• Report administration and distribution of statewide reports;
• Coordinate interface maintenance with OSC and external interface owners to ensure accurate and timely Statewide Financial system operation;
• Preparation of work to document findings and conclusions;
• Provisioning and updating users within PeopleSoft;
• Running application engines for provisioning users;
• Execute SQL’s for reporting and security audit purposes;
• Create and run DMS scripts for provisioning and backup;
• STAT, Mercury, Outlook and Active Directory Provisioning;
• Run agency reports based on user access and roles provisioned;
• Coordinate security activities with Agency Security Administrators;
• Work with technical and functional area experts and others as needed to develop a comprehensive knowledge of system application and development, and business processes;
• Participate in appropriate training, workgroups and agency meetings;
• Establish and maintain a working knowledge of the system’s screens, navigation, procedures, and processing requirements; and
• Ad hoc project responsibilities.
