Minimum Qualifications Preferred Qualifications:

• 8+ years of experience managing complex projects, preferably IT-related;
• Release Management experience in a web-based Application Service Provider (ASP) environment;
• Bachelor's Degree or higher;
• SDLC experience;
• PMP/PMI Training/Certification; and
• NY State government finance experience.

Duties Description The incumbent will be responsible for planning, executing and monitoring enterprise projects according to an agreed-upon schedule and budget. These activities include building and managing project teams, status reporting on applicable projects within the SFS project portfolio, monitoring and managing project risk and ensuring quality control throughout the project lifecycle. The incumbent will supervise team staff and play a direct role in more complex projects. The incumbent may also supervise consultant staff assigned to projects.

Specific Duties Include:

Release/Change Control Team:

• Responsible for routine meetings provided for analysis, discussion, solutions, and decision-making. Responsibilities include meeting setup, facilitation, preparation, distribution of materials, keeping meeting records, etc.;
• Solution Board: allow Subject Matter Experts (SMEs) to discuss, evaluate, research individual problems and solutions, determine action items and follow-up assignments, concur on closeout of issues and approval of change request solutions to be escalated to the SFS leadership and the Change Control Board (CCB);
• Change Control Board (CCB): the forum for project decision-making based on information provided by both SFS and its customers and major stakeholders;
• Leadership Team and Portfolio Review: Portfolio meetings aid in reviewing overall priorities and project status;
• Team Leads Portfolio Review: Portfolio meetings aid in reviewing overall priorities and project status;
• Analyze and triage issues and change requests to determine whether problems should be addressed through the system defect process, an SFS project, or other means, such as improved training and/or communications;
• Work with the SFS team to develop Scope and Impact analyses for changes;
• Issue CCB approved change schedules and coordinating change building, testing and implementation in accordance with schedules;
• Maintain the change request log with all new incidents and progress and produce management reports;
• Review and monitor all implemented and outstanding change requests and analyze change requests records to determine trends and improvement opportunities;
• Plan for all software and hardware used in creating a project release package;
• Coordinate activities between change, development, test and release teams;
• Ensure final delivery of release implementation;
• Provide management reports on release progress;
• Build and package all releases prior to promotion to testing and production environments;
• Coordinate release communications, including documentation and technical release notes to customers;
• Additional projects in the future to reassess SFS performance and procedures (Process SWAT team); and
• Monitor and maintain the SFS Sharepoint document system.

Project Management Team:

• Plan and define scope for SFS projects;
• Develop and track resource plans, schedules, milestones and deliverables;
• Estimate time and cost to develop project budgets;
• Coordinate the creation and maintenance of project documentation;
• Manage risks and issues throughout the project life cycle;
• Monitor and report on progress;
• Coordinate project activities with other section staff;
• Interact with stakeholders;
• Ensure that project objectives are met;
• Provide project Portfolio and other reports for weekly meetings; and
• Communicate project status through reports and other means.
