Minimum Qualifications One year of permanent competitive service as an Information Technology Specialist 3 (Prog) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Preferred Quals

• Knowledge of the Medicaid Information Technology Architecture (MITA), National information Exchange Model (NIEM) or National Human Services Interoperability Architecture (NHSIA).
• Knowledge of recognized enterprise architectures, such as TOGAF, FEA, and the Zachman Framework, or comparable.
• Knowledge of Master Data Management (MDM) concepts and approaches.
• Knowledge of data modeling and the various types (Conceptual, Logical, Physical), as well as experience using data modeling software (ERwin preferred).
• Ability to work in a team environment or independent without supervision.
• Ability to troubleshoot complex problems.
• Must have the ability to multi-task as priorities and/or problems arise.
• Supervise staff as needed.
• Candidate must have strong research, writing, communication and organizational skills and have proficient computer skills (including Excel, PowerPoint, and Word).

Duties Description Under the direct supervision of Information Technology Specialist 4, the Information Technology Specialist 3 (Prog), along with other team members, will be responsible for building and maintaining software infrastructure. This will include the Human Services Cluster’s (HSC) SOA Backplane, including business and technical service components using SOA technologies such as IBM DataPower, SOA Software Lifecycle and Service Manager and IBM WebSphere Message Broker. The incumbent will provide support in all environments for the middleware SOA technologies for service consumers and providers across the NYS Office of Information Technology Services (ITS).

Duties will include, but not be limited to:

• Support Human Services Cluster SOA Backplane service components.
• Develop enterprise web services to provide interoperability among Enterprise Applications.
• Assist cluster application development teams with the development and programming of web services that interact with the SOA Backplane.
• Create a data dictionary cataloging the Human Services Cluster’s (HSC) information assets, their level of security and the controls in place to protect them.
• Catalog existing IT assets, within the HSC, in accordance to the NYS Enterprise Architecture Framework.
• Assist Business Solution teams with documenting existing systems and business processes.
• Assist with data architecture and data modeling activities within the HSC.
• Conduct or assist in business/systems analysis.
• Document business systems or processes by describing all relevant factors, including work flow processes, data input and output activities, descriptions of data elements and overall program goals, objectives and external considerations, such as federal and State legislative mandates.
• Participate in meetings and works with agency management, users, vendors, consultants and IT staff to discuss IT solution options and assist in recommending appropriate system platforms for meeting program requirements.
