Duties Description •Supervise Bureau of Program Management (BPM), which consists of three sections including the Resource Management and Recovery Section, the Policy and Planning Section, and the Contracts and Payments Section. Provide day-to-day direction of the Bureau’s Sections Chiefs and support staff. Provide overall management of the Bureau.
•Manage administrative services to support DER’s mission to protect public health and the environment of the State of New York by: preventing releases to the environment through the regulation of petroleum and chemical bulk storage facilities and hazardous waste facilities; and responding to, investigating, and remediating releases of contaminants that have occurred.
•Manage DER’s capital and operating budgets, federal grants and cost recoveries. Specific tasks include preparing the annual submission for Government Accounting Standards Board (GASB) 49, managing Internal Spending Controls through the UIS funding pre-approval module, monitoring disbursements to ensure annual spending is within fund spending ceilings, ensuring expenditures are tracked adequately to perform cost recovery. Provide advice and direction to DER management and staff in fiscal matters.
•Manage administrative functions, including public outreach, personnel transactions, office services, logistical support, inventory maintenance, managing a lending pool, purchasing, and supporting DER’s IT needs.
•Procure and manage various contracts including standby contracts to ensure DER maintains appropriate contractual services with sufficient capacity to implement DER programs including the State Superfund (SSF) Program, Brownfield Cleanup Program (BCP), Environmental Restoration Program (ERP), Spill Response Program and RCRA Corrective Action Program for assigned sites.
•Act as DER policy, procedure and legislation point of contract. Specific tasks include maintenance of up-to-date guidance, policies and procedures; maintenance of records pursuant to appropriate records retention schedules; coordination of FOIL responses and other information requests; preparation, review and/or posting of publications and written communications; preparation of the DER work plan, preparation of the DER Annual Report, act as liaison for DER Internal Controls, act as DER liaison for internal and external audits, and maintain up-to-date financial assurance records.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 29 / M3 or higher and:
Eligible for transfer under Section 52.6.
Additional Comments The incumbent of this position will shadow the current Environmental Program Specialist 4. This is a six month temporary budgeted item with the likelihood of leading to a permanent position. Details will be discussed at the interview.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
