Duties Description Flexibility in work schedule is essential in support of the role of the regional office across multiple communities. The successful candidate must have demonstrated the ability to see the “big picture” and be able to analyze and plan work in a way that supports the direction of OPWDD and the Regional Office divisions. Skills in program planning, program evaluation and project management are essential and contemporary examples of accomplishments will be helpful. Organization, effective written and spoken communication, decision-making skills, and excellent interpersonal skills are essential to the person assuming this leadership role. With the mission, vision, and values of OPWDD as context, the DDPS 4 will collaborate with stakeholders, voluntary agency partners and the Regional Field Office workforce to ensure a system of individualized, community-based supports. The incumbent will be responsible for the ongoing oversight of assigned functional units, ensuring effective workings of responsible divisions, and reporting to Executive Leadership in real time on current and potential issues within the Regional Field Office. Each DDPS 4 will be assigned to 2-4 divisions based on staffing capacities, workloads, incumbent’s skills and agency needs. Assignments will be subject to change if needed to support changing agency needs. Principal duties include the following:

• Coordinate and oversee ongoing services and support via direct supervision of division(s) within the Regional Office.
• Represent the needs of and opportunities within the districts and region to key decision makers within OPWDD and external groups.
• Implement OPWDD goals and initiatives through oversight and regular and high-quality communication with voluntary providers through meetings, as required.
• Support local level implementation of Care Coordination.
• Support current managed care readiness efforts and lead local level implementation efforts as the transition occurs.
• Develop and maintain data elements to objectively evaluate the effectiveness of divisions in meeting agency expectations around supports and services.
• Ensure ongoing communication and collaboration with peers from other state agencies and units of local government who provide supports to the individuals and families we serve.
• Ensure that SPS RO2 is considered a valuable resource by individuals, our provider network, local agencies, elected officials and OPWDD administration.
• Provide site supervision and administrative oversight for all components of the district by ensuring the DDRO staff fully understand their roles and responsibilities, via training, support, and supervision. Site supervision requirements may be increased based on agency needs.
• Coordinate and respond effectively to Central Office Directives
• Develop programs, policies and procedures as needed to respond to changing demands in the Regional Field Office.
• Other duties to be determined by Regional Office need.

Minimum Qualifications Must currently be a permanent Developmental Disabilities Program Specialist 4 and interested in transfer.

OR

Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 4.

OR

One year of permanent competitive or 55 b/c service in a salary grade 27 or higher and eligible for 70.1 or 52.6 transfer as determined by the Department of Civil Service.

Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
