In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment:

Candidates must have one year of Permanent Competitive or 55-b/55-c service either as a Program Operations Specialist 1, Health Facility Management Assistant, Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), Senior Administrative Analyst, Developmental Disabilities Program Specialist 1, or Utilization Review Coordinator.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Preferred Skills/Qualifications/Attributes:
Knowledge of HCBS Waiver including the Consolidated Supports and Services Program and the new Self Direction Model under development and/or MSC requirements; excellent organizational, verbal/written communication skills; problem solver; ability to manage multiple priorities and projects effectively; public presentation skills; program development/program experience; experience coordinating major projects/programs and or policy areas across a large agency; supervisory experience; ability to organize and run effective meetings with various parties; attention to detail and ability to work under tight timeframes in an environment of changing priorities; and the ability to work within a team as well as independently.

Duties Description As a member of the OPWDD Division of Person Centered Supports Bureau of Health and Community Support, responsibilities of the Program Operations Specialist 2 may include but are not limited to the following:

• Perform duties as a member of the Bureau within the Division of Person Centered Supports, and coordinate, manage, and respond to questions and inquiries that come in from DDSOs, voluntary providers, state agencies, etc. on the management and operation of the HCBS Waivers/People First Waiver with specific focus on services and practices related to Self Direction.
• Work with the team to develop a system for efficient, effective, and consistent communications on statewide policy issues including waiver policy/operational questions.
• Provide the coordination and management necessary to support Self Direction activities for OPWDD. OPWDD has made a significant commitment to people receiving supports to provide the option for self direction of services to provide them with the greatest level of control over when, where and by whom they are supported.
• Support and monitor all activities associated with changes of the model for self directed supports.
• Coordinate all Self Direction focused activities within OPWDD by working with regional liaisons and providing ongoing technical assistance and written guidance.
• Work in partnership with the OPWDD waiver unit to define and document self directed model with the Center for Medicaid and Medicare (CMS).
• Develop/implement/update policy and procedures as necessary.
• Work with OPWDD Division of Quality Improvement, the DDSOs and other OPWDD divisions and units and DOH to develop/implement and monitor the Self Directed model.
• Perform policy research and recommendations related to the management and potential integration of national approaches and practices related to self direction.
• Work with DDSO liaisons to draft statewide guidance, policies and procedures to guide local decision making.
• Coordinate information across DDSOs as needed.
• Organize, coordinate, and run statewide meetings/conference calls, videoconferences, etc. to inform and communicate on the status of new self direction initiatives and any related areas.
• Research and answer inquiries on questions and issues that arise from the DDSOs and/or voluntary providers and other units within OPWDD.
• Represent OPWDD on interagency committees, in intra-agency work groups, and in public conferences and forums to develop, improve, and/or communicate on OPWDD services, policies, and practices as assigned.

Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
