Duties Description Under the general direction of the Director of the Division of Lands and Forests (DLF), the Bureau Chief for the Bureau of Forest Resource Management will provide leadership in overseeing bureau operations, guiding policy development, and implementing strategic initiatives that enhance forest management, urban forestry, and private land stewardship efforts.
Responsibilities
•Administration: Direct bureau operations, including State Forest Management, Urban and Community Forestry, Private Land Services, and Utilization and Marketing, ensuring effective program implementation.
•Coordination: Work within DLF Divisions and Regions to align with programs, such as forest health, invasive species, State Tree Nursery, carbon research; across DEC Divisions, such as Division of Fish and Wildlife, Division of Air Resources, Division of Water, and the Office of Climate Change; with other State Agencies, such as NYS Department of Agriculture and Markets, and associated entities including Soil and Water Conservation Districts; with Federal Agencies, such as the US Forest Service; with academic partners such as SUNY ESF and Cornell; and with other external stakeholders including NYFOA, NY SAF, ESFPA.
•Planning: Coordinate the development of statewide plans and Unit Management Plans (UMPs), working collaboratively with division and regional staff. Review and edit plans to ensure they are complete and ready for approval.
•Budget & Work Plans: Oversee preparation of work plans and budget proposals, ensuring efficient resource allocation in alignment with Department, Federal, and Bureau objectives.
•Policy Development: Assist in formulating and implementing policies, rules, and regulations governing both public land management and private land stewardship, including the forest tax law program.
•Climate Initiatives: Develop innovative programs to help support resiliency and adaptation initiatives, mitigate climate change impacts, and encourage climate smart forestry practices.
•Supervision: Manage bureau staff and coordinate with regional Lands and Forests program staff to align Central Office and Regional priorities, policies, and programs. Develop new and support existing professional development opportunities.
•Public Engagement & Representation: Act as a key representative at internal and external meetings, presenting bureau initiatives and fostering strategic partnerships.
•Innovation & Research: Stay informed of emerging science and innovations in forest management and assess their applicability to New York State.
The ideal candidate will possess the following:
•Proven leadership experience in forest resource management or a related field.
•Strong knowledge of public and private land stewardship policies, including tax incentive programs.
•Experience in planning, budgeting, and program development.
•Excellent communication and public engagement skills.
•Ability to build and maintain partnerships across diverse stakeholder groups.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 27 / M2 or higher in a title eligible for transfer under Section 52.6.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
