Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or non-competitive 55b/c service as a Senior Personnel Administrator OR have one year of permanent service in a title SG-16 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law OR be reachable on the SED Public Administration Trainee Transition (PATT) eligible list OR be reachable on the Professional Careers Opportunities (PCO) eligible list OR be reachable on the Public Management Intern (PMI) eligible list. Appointments made from the PATT, PCO or PMI lists require completion of a two-year traineeship. Some transfers may also require completion of a traineeship.
Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Personnel Administrator Trainee 1 if they have standing on the PCO or PMI eligible lists and are currently a New York State employee in a title allocated at Grade 11 or higher.

*Leads to a maximum salary of $60,694 based on annual performance advances.

Duties Description The State Education Department’s (SED) Office of Human Resources Management (OHRM) is filling a position of Senior Personnel Administrator, G-18. OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of P-12 Education, the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Higher Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer. The duties of this position will include, but not be limited to:
• Working closely with and developing relationships with program managers and staff for the effective accomplishment of program and OHRM work priorities;
• Providing technical assistance and guidance to program managers on a variety of human resources, labor relations and civil service issues; reviewing, analyzing and responding to program requests;
• Ensuring compliance with SED and OHRM policies and procedures; negotiated agreements; Civil Service Law, Rules and regulations; and other HR laws that govern a variety of employment/employee actions;
• Conducting training activities;
• Working closely with program managers to ensure the development of a qualified, competent and diversified workforce;
• Assisting with employee grievances and disciplines; interpreting and applying negotiated agreements in the resolution of workplace problems;
• Performing various activities related to staffing, classification, compensation, examination development, employee transactions, employee services and benefits, and time and attendance;
• Assisting programs with organizational planning, staff-development, career ladder and succession planning initiatives; assisting in the development and implementation of new program initiatives; and
• Completing specials projects as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent contingent appointment. Filling of this position is contingent upon Division of Budget approval. Salary above applies to candidates appointed to Senior Personnel Administrator, SG-18. The hiring rate for candidates appointed to Personnel Administrator Trainee 1 starts at $37,079 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Senior Personnel Administrator upon the successful completion of a (two) year traineeship.
