Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 (Programming), SG-18; OR who are in a title designated appropriate for transfer under Section 70.1 of Civil Service Law, such as Supervising Computer Operator, SG 18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles under Section 52.6 include Information Technology Specialist 2, SG-18; Business Systems Analyst 1, SG-18; and Telecommunications Analyst 2, SG-18. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. Candidates reachable on the eligible list will be considered through a canvass and need not apply.

Duties Description The incumbents of Information Technology Specialist 2 (Programming) will work in the Business Solutions bureau within the Finance/Regulation/Gaming Cluster. These positions are responsible for analysis, program development, and testing of agency application systems.

Illustrative duties include, but are not limited to, the following:

• Coding, testing, and maintenance of Java and/or COBOL based applications that are in compliance with program specifications and coding standards
• Creating detailed program design specifications
• Identifying issues for which a technical solution is required and assist in continued improvement
• Communicating technical issues and information effectively, both verbally and in writing, with functional and technical staff to gather
technical requirements
• Comprehending business requirements to develop automated
applications which meet business priorities
• Collaborating effectively within a team environment, as well as with members of other teams as necessary
• Adhering to the Department's time and attendance rules and regulations
• Overnight travel may be required to provide Division training.
