Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law. For appointment as a Budgeting Analyst Trainee, candidates must have one year of permanent service as an SG-11 or higher and be otherwise eligible for transfer under Civil Service law, or reachable on the appropriate Civil Service List.

Preferred Qualifications: Ability to work independently and as a team member; a strong attention to detail and accuracy; strong mathematical skills; good verbal and written communication skills; familiarity with Oracle Financial management System and the Statewide Financial System (SFS) is preferred.

Duties Description The incumbent of this position may rotate throughout the various units of the Finance Office, which include the Budget Unit, Local Assistance Grant Contract Unit, Accounting Operations Unit, Revenue Unit, and Business Office. Initially, the incumbent will assigned to the Budget Unit and will be responsible for the budgeting aspects of various programs within the Division and hosted agencies. Duties will include: budget analysis; preparing the annual budget request; implementing the enacted budget; developing and implementing cash plans; reviewing proposed agency spending plans; fiscal close out; and preparing the budget journals to implement the various program’s plans. This position will also have cash flow responsibilities for the agency’s special revenue funds, and preparation and monitoring of the designated program areas portion of the agency's cash flow plans.
