Minimum Qualifications A Bachelor’s degree and 3 years of experience in information technology or in a healthcare administration role that required interaction with healthcare information technology systems and oversight of system change; OR an Associate’s degree and 5 years of such experience; OR 7 years of such experience. A Master’s degree may substitute for one additional year of experience.

Preferred Qualifications:

Thorough knowledge and familiarity, including at least four years of experience, with project management processes and procedures, with special emphasis on systems integration. Knowledge and familiarity with large-scale claims processing systems, such as New York’s Medicaid Management Information System (eMedNY). Knowledge and familiarity with the Title XIX Medicaid Program. Ability to develop and maintain working relationships with local districts, the Medicaid provider community, other bureaus within OHIP, other departments and federal agencies. Excellent communications skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives. Ability to effectively manage work on dozens of complex, simultaneously ongoing projects.

Duties Description Reporting to the Director of the Bureau of eMedNY, this position will assist in the oversight and direction of the evolution of the NYS MMIS, eMedNY, as well as its operations, until the position is ended in conjunction with the retirement of the eMedNY system. The evolution oversight function is responsible for coordinating, overseeing, and managing the entire evolution project portfolio of over 100 projects, including complex federal mandates and MRT directives. Responsibilities include engaging and educating stakeholders in the evolution process and helping them to develop their business cases and project objectives into system requirement specifications. The evolution oversight manager works with a variety of eMedNY stakeholders, including staff from DOH Policy, Local Districts, OMH, OPWDD, OASAS, HRA, OSC and OMIG in implementing new projects in eMedNY, and troubleshooting and maintaining current initiatives. In addition, this incumbent will serve as a Subject Matter Expert (SME) for the Planning and Design, Development and Implementation (DDI) phases of the new Medicaid Administrative Services contractor’s replacement MMIS system (MAS), and support the transition of operations from eMedNY to the new system. Most crucially, this incumbent will carefully coordinate the timing of eMedNY system changes vis-à-vis the implementation of the new system, i.e., the transition of system changes from the old system to the new. Specific responsibilities and duties will include: work collaboratively to identify and resolve evolution problems and issues; assure that ongoing eMedNY evolution and operations functions are performing efficiently; provide guidelines and planning assistance to stakeholders for Project Initiation, Project Tracking and Project Control; provide guidelines for metrics reporting and monitoring of project portfolio progress; educate stakeholders to provide transparency into the evolution process, increasing their involvement, accountability and buy-in, and enabling Department policies and directives to be more effectively and quickly translated into system requirements; attend Joint Application Design (JAD) sessions and provide expert support in systems areas as needed for the Planning and DDI phases of the MAS replacement MMIS; provide support as needed during all phases of the transition of eMedNY operations to the new MAS system; assist with mobilizing necessary Department resources, assembling project teams, assigning individual responsibilities, identifying appropriate project resources, and providing guidance and direction to project team members.
