Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services OR be reachable on the Civil Service eligible list for this title.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates to fill the position of Assistant in Education Improvement Services in the Charter School Office. The Charter School Office is responsible for creating and sustaining excellent educational options for New York State families on behalf of the Board of Regents by providing fair and transparent oversight of all charter schools and disseminating innovative school designs and practices. Under the direction of the Director of Charter Schools and the Supervisor of Education Programs, the selected candidate will conduct performance oversight and evaluation activities for new and existing charter schools directly authorized by the Board of Regents. Duties of this position include, but are not limited to, the following:

• Implement procedures, protocols and guidelines to evaluate applications to establish new charter schools authorized by the Board of Regents;
• Provide guidance and oversight during the planning period to ensure compliance with all applicable rules, laws and regulations prior to opening for instruction;
• Implement procedures, protocols and guidelines for monitoring and evaluating Regents authorized charter schools, including site visits, renewal visits, performance monitoring, charter revisions, non-renewal, revocation and closure;
• Collect, review and analyze data and reports submitted by Regents-authorized charter schools to assess student outcomes and performance benchmarks;
• Serve as team leader and facilitator for program evaluation site visits at schools, including coordination with schools in advance of a visit, coordination of qualified site visitors to conduct focus group interviews, classroom observations, data gathering and document review;
• Complete written reports after each visit and develop, support, and direct the activities of consultant and volunteer school site visitors;
• Develop written recommendations, reports, or memoranda containing policy and evidence-based analysis related to charter renewal, non-renewal and revocation for consideration by State Education Department leadership, Commissioner and Board of Regents;
• Conduct relevant research and prepare written materials, including the collection of program data, preparation of reports on school innovation initiatives, and response to inquiries;
• Collaborate with other Charter School Office staff to ensure relevant data is included in evaluation reports;
• Collaborate with liaisons to Regents-authorized charter schools to ensure timely and effective completion of monitoring and evaluation work; and
• Serve as the primary Charter School Office liaison to a subset of Regents-authorized charter schools.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Occasional travel is required. Filling of this position is contingent upon Division of the Budget approval.

* Leads to a maximum salary of $81,415 based on annual performance advances.
