Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, G-18 OR in a title G-16 or above deemed administrative for transfer under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Employees with one year of permanent competitive service in a position G-16 or above who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page: http://www.cs.ny.gov/pco/title-details/title-info.cfm?jobcode=0816100&type=Select may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.

Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $38,934 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.

Duties Description Within Public Safety Business Solutions, the Business System Analyst 1 will be responsible for capturing and documenting business, user and solution requirements, and performing gap analysis with current systems. The incumbent may also create system models as needed, develop test cases, and execute the testing activities.
Duties will include, but are not limited to, the following:

• Communicate directly with multiple business units such as the Office of Fire Prevention Control, Homeland Security and Office of Emergency Management on Responder Credentialing, Incident Management System, and Emergency and Responder LMS new project initiatives.
• Schedule and facilitate analysis meetings.
• Elicit and extract business requirements and business rules from business rules from business units and stakeholders, and document such requirements.
• Manage and track requirements, ensuring they’re verified and validated.
• Maintain existing system using case documentation.
• Assist Senior Business Analyst and Technical staff with duties, including the development of system documentation.
• Create process, data, system, or other models using modeling tools.
• Understand and identify system data elements and attributes.
• Assist in the quality assurance, test plan development, test case documentation, test execution, and defect tracking, which may include the use of Quality Center and RequisitePro tools.
• Create functional system test plans based on system requirements.
• Create and identify test data and test scenarios.
• Execute functional tests based on formal test plans.
• Facilitate and conduct User Acceptance Testing activities to obtain user signoff on system behavior.
• Participate in meetings and work with customers, users, vendors, and consultants to identify IT solution options.
• Assist in analyzing the impact of implementing new or modified systems on computer resources and other agency programs.
