Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3 (Programming), SG-23; OR who is in a position at SG-21 or above and in a title eligible to transfer under Section 52.6 of Civil Service Law, such as Information Technology Specialist 3 or Information Technology Specialist 3 (Database). The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description Under the general supervision of the Information Technology Specialist 4, the incumbent supervises and directs the work of developers responsible for the design, development, implementation, and support of the Department of Taxation and Finance’s Online Services Authentication system (OLS) and interactive Web applications.

In this capacity, the incumbent will:

• Lead and participate in design, development and maintenance of proposed applications.

• Participate in meetings with end-users and/or other ITS units to facilitate development and/or troubleshooting efforts.

• Assist with the development and review of ITIRs for application development projects.

• Assist with establishing the scope for projects and review the status of all tasks to ensure timeliness of deliverables.

• Perform and manage the maintenance and ongoing support of production applications.

• Interact with cluster and other agency users to determine and negotiate system requirements.

• Review and analyze the business impact of new applications on current cluster activities.

• Coordinate the implementation and enhancement of applications and other solutions with other ITS technical groups as necessary – e.g. Systems Support, Server Management, Network Management, Security Administration, WebSphere Support, and Data Management.

• Ensure that systems are developed and maintained in accordance with all appropriate agency, legislative and Enterprise ITS guidelines and requirements.

• Provide technical direction and guidance for subordinate staff.

• Manage individual and team work progress and overall productivity to ensure that schedules are met and project objectives are accomplished.

• Perform administrative supervision activities including: time and attendance control, individual performance evaluation, and counseling and discipline of problematic employees.

• Provide regular reports on team activities and periodic reports to the supervisor on special activities.

• Adhere to the Agency’s time and attendance rules.
