The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.
When the Redesign Project is complete, NYSLRS will possess a modern information system, ready to meet the needs of its customers and stakeholders in a secure, flexible and stable environment.
Interested candidates must be reachable on the Business Systems Analyst 2 Departmental list OR be eligible to transfer under section 52.6 of the Civil Service Law.
To be eligible to transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a position allocated to a grade 21 or higher and designated 52.6.
Duties Description Under the direction of the Business Assistant Director / Project Assistant (SG-M5), the candidate will work closely with Project staff and other stakeholders to refine and develop requirements for Retirement Services new Retirement Benefits Administration system and its associated business processes. The candidate will be required to apply their specialized knowledge, skills, tools and techniques to analyze, communicate and validate requirements. The candidate will participate in all aspects of system development, including business process and system analysis, creation of new functional designs, creation and execution of user test plans and system deployment activities.
In addition, the candidate will be supervise two (2) BSA 1 staff and lead the effort to develop, communicate, and maintain methodology and standards to promote and institutionalize a consistent approach to business analysis throughout the Project. These efforts will be coordinated in a matrix fashion with OSC’s Business Analysis “center of excellence” with an emphasis on post-implementation outcomes and support models.
Job Duties:
• Review, document, and categorize existing business processes;
• Develop portions of the desired future or to-be state of those processes including creating narratives and process models;
• Develops requirements for the more critical business analysis areas;
• May independently validate requirements throughout the business analysis process;
• Compose and review business system documentation;
• Identify and document the scope of business process changes or enhancements required by procedural changes or by changes to federal or State laws and statutes;
• Communicate business process and system requirements to IT staff and other stakeholders;
• Develop test scenarios and analyze the results;
• Review and analyze business process deficiencies requiring resolution during or after implementation;
• Promote business analysis organizational maturity;
• Develop, communicate, and maintain methodology and standards to promote and institutionalize a consistent approach to business analysis; and
• Supervise two BSA 1’s in performing business analysis tasks in support of the goals of the Redesign project.

• Strong interpersonal skills, particularly verbal and written communication
• Strong presentation skills
• Experience working with an enterprise system such as PeopleSoft
• Experience using recognized business analysis methodologies such as business process flows, fit-gap analysis and functional designs
• Experience developing test scenarios, scripts and data, and reviewing test results
• Strong troubleshooting, problem solving and organizational skills
• Ability to interact and work well with technical and business staff
• Ability to work effectively in a team environment
