Minimum Qualifications Applicants must have one year of permanent competitive service as Budget Examiner, M/C-18, OR one year of permanent competitive service in a title eligible to transfer under section 52.6 of Civil Service Law.


Duties Description The incumbent chosen to fill the current vacancy will be expected to coordinate a range of unit activities and produce specific work products. The mission of the Expenditure/Debt Unit (ETU) is to provide accurate, clear, and timely information and advice on the State’s Financial Plan, Capital Program and Financing Plan, and related matters. As a member of ETU’s debt staff, the examiner will be responsible for assisting with the following:

• Interact with public authorities, investment banking firms, financial advisors, and bond counsel to manage the State's debt portfolio;
• Assist in the analysis of the size, structure, pricing and cost effectiveness of new bond issues; review tax law, disclosure, and other legal issues; analyze market conditions and participate in pricing of bonds;
• Review, analyze and make recommendations on financing options being considered by the State, including refundings;
• Perform research, prepare reports for use by managers, and make recommendations analyzing municipal market conditions, general debt trends and debt statistics, and debt policy and management initiatives of NYS and other large issuers and states;
• Assist in projecting multi-year estimates of debt service costs, debt outstanding, debt retirements and new debt issuances, debt capacity under statutory limitations, periodic cash flow requirements, and integration with capital spending sources;
• Assist in development of the State’s debt service appropriation bill, recommend and draft legislation to implement capital and debt policy objectives and initiatives, and;
• Assist in other responsibilities as needed.
