Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive service as an Education Finance Specialist 3, or in a title SG-23 or above deemed eligible for transfer under section 70.1 of the Civil Service law. For provisional appointment, candidates must be a qualified employee of the New York State Education Department and have one year permanent competitive or 55b/c service as an Education Finance Specialist 2, Associate Budgeting Analyst or Program Research Specialist 3 (Economics Finance).

Duties Description The New York State Education Department’s (NYSED) Office of State Aid (OSA) is seeking applications for the position of Education Finance Specialist 3 located in the Data Management Unit (DMU). This unit has primary responsibility for the accurate and timely calculation of $22 billion in State Aid paid annually to 700 school districts and 37 BOCES. Under the direct supervision of the Associate in School Business Management, the incumbent will be responsible for the preparation of State Aid data files, data analysis and reporting, and responding to requests for State Aid information and technical assistance. Duties of this position will include, but not be limited to, the following:
• Direct DMU staff in the preparation of quarterly electronic data files containing aid calculations and estimated data for aid projections for submission to Division of Budget and the Legislature as required by Section 305 of the NYS Education Law;
• Coordinate analysis necessary to review data received from other NYSED offices and state agencies that is necessary to calculate/project districts’ OSA, and liaise with staff from the external sources as needed to optimize the quality of the data;
• Assist with planning annual updates to the State Aid Management System (SAMS) data collection forms, including edits and calculations, then work with Information Technology Services to test and implement the changes;
• Implement various office-wide processes associated with annual State Aid data collection, edits and verifications including, but not limited to: the district and BOCES dunning process, monitoring progress of initial claim submissions and the annual risk-based State Aid claim verification projects;
• Supervise the maintenance, support and update of multiple automated legacy systems (MS Access systems).
• Assist in the development and implementation of ongoing and new projects to incorporate remaining paper processes and ancillary/legacy computer systems/processes into SAMS;
• Develop and present training programs for school districts and BOCES on the SAMS data collection software systems, OSA calculation reports and other topics, and supervise the provision of technical assistance for presentation of training Webinars developed by all units in the office; and
• Supervise professional and clerical staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.
