Minimum Qualifications Currently encumber a Senior Personnel Administrator or Personnel Administrator Trainee 1 or 2 position with permanent or contingent permanent status; OR

Must currently be employed by a NYS agency and reachable on a Civil Service list for this title; OR

Must encumber a position in a NYS agency from which a 52.6 or 70.4 transfer to a Senior Personnel Administrator position is appropriate.

Duties Description Staff works closely with senior managers and leadership within OPWDD and with the Department of Civil Service, Governor’s Office of Employee Relations and the Division of Budget. Matters include, but are not limited to, confidential and highly-sensitive topics related to the recruitment and deployment of staff, reductions-in-force, examination planning, employee benefits, as well as the development statewide policy and procedures. Under the supervision of the Associate Personnel Administrator, the incumbent’s primary responsibilities will be, but are not limited to the following:

Serve as liaison with OPWDD Central Office managers and employees for staffing, recruitment, position classification, examination planning, and benefits administration.

Initiate payroll transactions, and prepare waiver and reclassification requests.

Supervise the processing of new employees; check candidates’ references and qualifications.

Canvass centralized and decentralized Civil Service lists; post positions; supervise and participate in the interview process.

Provide guidance to managers regarding employee counseling, discipline, and other employee relations issues including preparing and presenting 1st Step contract, non-contract and disciplinary grievances.

Meet with and respond to employees’ questions regarding matters of personnel policies, time and attendance rules and regulations, Civil Service Law, contract and non-contract matters, employee safety issues, employee rights, employee benefits, leaves.

Assist with the development of policy and procedures for new initiatives and programs established within OPWDD.

Provide training regarding HR policies and procedures and new guidelines.

Provide assistance on special projects, as needed.

SELECTION CRITERIA:

Candidates will be expected to demonstrate and will be evaluated against the following criteria:

Ability to maintain productive working relationships with other Administrative Units, Community Representatives, Private Agencies, Colleagues, Union Representatives and Subordinates.

Skills in conflict management and problem solving.

Working knowledge and demonstrated skill in the principles and practices of management and supervision.

Ability to analyze, plan, organize, train, assign, monitor, and evaluate programmatic and managerial initiatives, and to address related issues as identified.

Knowledge of CNY DSO/POWDD Policies and Procedures and current Labor/Management Agreements.

Ability to prepare comprehensive written proposals for new or expanded services as well as other written administrative reports.

Possess acceptable attendance record as specified in the DDSO Time and Attendance Policy and Demonstrated.

Possess Acceptable Work Record (E-File).

Additional Comments Successful completion of two year traineeship will result in promotion to Senior Personnel Administrator/Grade 18 position

All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
