Minimum Qualifications Please Note: Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Calculations Clerk 2, Grade 9 or a Clerk 2, Grade 9, and be eligible for lateral transfer; OR be eligible for 70.1 transfer under Section 70.1 of the Civil Service Law. Section 70.1 allows a permanent, competitive class employee, who has at least one year of permanent service in a transferable title such as Keyboard Specialist 2, Library Clerk 2, Motor Vehicle Representative, Data Processing Clerk 2, or Senior Mail and Supply Clerk, to transfer to these titles via Section 70.1. If you are unsure as to whether your current title qualifies for transfer, you may contact the Bureau of Central Office Personnel Services Unit via e-mail to OMHHRM@OMH.NY.GOV for a determination.

Duties Description The Consolidated Business Office is responsible for consolidated cash management, purchasing, vouchering, contract and payroll services for 24 OMH psychiatric facilities, Cook Chill Production Center and Central Office. The incumbents will provide support services to the Voucher Unit. Duties may include, but are not limited to the following:

Prepare and process vouchering transactions for submittal to the Office of the State Comptroller for payment. This requires mathematical calculations and knowledge of the program area, and entry into the Statewide Financial System.

Obtain information from various sources for the calculation and processing of documentation. 

Review unit or department financial forms for conformance with approved spending.

Review audit reports for numerous programs and check for accuracy of transactions, verifications, checks and computations.

Liaison with vendors, facility staff and control agencies regarding payment status and issues. 

Additional Comments The Office of Mental Health is seeking qualified State employees to fill a Calculations Clerk 2, G-9 position, in the Office of Financial Management (OFM), Consolidated Business Office (CBO). The Consolidated Business Office is conveniently located on the grounds of the Capital District Psychiatric Center at 75 New Scotland Avenue, Albany, New York. We offer a comfortable working environment with covered parking available on site for a nominal monthly fee.
