Minimum Qualifications Interested candidates must be reachable on the Professional Accounting and Auditing Positions eligible list or currently an employee of New York State eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.
To be eligible for a 70.1 transfer to a Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree and 24 credit hours in accounting/auditing courses.
To be eligible for a 70.1 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree including 24 credit hours in accounting and/or auditing courses.
To be eligible for a 70.4 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 12 or higher, and Meet the open competitive minimum qualifications of the position, and
Have passed the Professional Positions in Accounting and Auditing examination.
To be eligible for a 70.4 transfer to the Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 16 or higher and Meet the open competitive minimum qualifications of the position, and
Have passed the professional positions in accounting and auditing examination.
To be eligible to transfer from an Accountant Aide to an Accountant Trainee 1, the candidate must:
Have one year of permanent competitive service as an Accountant Aide, and 24 credit hours in accounting/auditing.

When determining eligibility for transfer, the Office of Human Resources will confirm trainee level.
Duties Description - Perform various accounting tasks related to tax compliance and reporting.
- Accurately apply the non-resident alien tax treaty information for approximately 254 countries
- Manage special tax withholding requirements for the payment of non-resident alien scholarships, and non-resident alien independent contractor payments
- Research other states tax withholding information to ensure that all updates to tax rates, exemptions and other requirements are reflected within PayServ.
- Review and audit payroll records and determine appropriate action as needed to ensure compliance with tax laws, rules, and regulations and the successful completion of the weekly payroll audit cycle.
- Maintain accurate and complete records for approximately 50 escrow accounts established for various payment and tax purposes
- Oversee the posting of the tax withholdings and liabilities to the Fund Balance and Liability Registers
- Manage the weekly preparation of payroll tax payments
- Prepare, analyze and resolve discrepancies for the tax payments made to the IRS and other taxing authorities, as well as the total withholdings.
- Complete the W-2 year end processing
- Complete W-2 Corrections for FICA refunds (Medicare and Worker’s Compensation)
- Report transactions other than wages and salaries for NYS employees on Form 1099
- Report annual tax withholdings of US income for foreign persons on the 1042s
- Report NYS’ quarterly tax withholdings to the Federal Government via Forms 941 & 942x.
- Provide assistance and advice to supervisors, state agency payroll officers, as well as various government control agencies.
- Maintain up-to-date knowledge of all payroll tax laws and regulations, as well as the principals, theories, and techniques required for the accounting, reporting, and payment of all payroll taxes.
- Prepare OSC’s response to inquiries and audits by the Internal Revenue Service, the Social Security Administration, NYS Department of Taxation and Finance, and other state and local entities.
