Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1, Agency Program Aide or Administrative Aide OR be reachable on the Public Administration Traineeship Transition (PATT) or the Professional Career Opportunities Test (PCO) lists. Appointees from the PATT and PCO lists must serve a two-year traineeship that leads to the Grade 14 salary level. Some transfers may also require completion of a traineeship.

Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Education Program Assistant 1 if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 12 or higher.

Duties Description The New York State Education Department’s Office of P12 Education is seeking candidates for the position of Education Program Assistant 1 (EPA 1) in the Office of Information and Reporting Services. This office is responsible for the collection and reporting of student and school staff data for school districts, public schools, charter schools, and nonpublic schools in New York State. The incumbent will implement and monitor departmental programs, develop historical or statistical data, evaluate applications and transcripts, and plan and participate in workshops, meetings and seminars. Other duties of this position include, but are not limited to, the following:

• Assist in preparation of user documentation for school district-facing reports;
• Write end-user report guides for the various reports in the system;
• Provide documents for posting on the IRS website;
• Create and maintain webpages and web-deliverable content;
• Provide technical assistance to internal and external users of data reporting applications;
• Participate in quality assurance processes to ensure that required data are submitted in a timely and accurate manner;
• Query databases to provide summary data for reports and ad-hoc requests;
• Assist in the preparation of data for public reporting; and
• Perform tasks using Microsoft Access, Microsoft Excel and Statistical Analysis Software (SAS).

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent-contingent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $53,606 based on annual performance advances.

The salary listed above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Program Assistant Trainee 1 starts at $35,535, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Program Assistant 1 upon successful completion of a two year traineeship.
