Minimum Qualifications A Bachelor’s Degree from an accredited college or university; Five years of experience in instructional design, curriculum development, and training adults in traditional and non-traditional settings; Experience in a labor-management setting required; Three years of supervisory experience preferred; Excellent writing, speaking, and presentation skills; Ability to deal with multiple priorities/competing deadlines in team setting; A satisfactory equivalent combination of appropriate experience and education as determined by the NYS & CSEA Partnership for Education and Training and the NYS Governor’s Office of Employee Relations.

Duties Description The Manager for Labor-Management Services is pivotal to the Partnership’s mission to promote effective labor-management relationships between the State and CSEA representatives and to support workplace safety and health. The Manager coordinates and assists in the activities of the Program Associates in Labor-Management Services who provide custom consultation, facilitation, and training designed to improve labor-management relationships, facilitate more productive committee meetings, and reach understandings for mutual gain. The Manager also oversees the work of the three Field Associates who provide outreach and marketing activities to labor and management leaders in the six CSEA regions. Additionally, the Manager oversees the work of a Program Associate for Safety and Health. Duties include but are not limited to: Administration and Program Planning - Develop work plans to effectively respond to requests for services from labor and management stakeholders; Ensure training offerings and field staff outreach activities are balanced across regions and agencies; Utilize internal and external personnel to identify barriers, solutions, and resources needed to ensure effective program development; Provide leadership for the Partnership’s grant programs; Supervise Labor-Management Services team and provide oversight to the Field Staff Supervisor and Program Assistant for Safety and Health; Prepare written documents, including general correspondence, curricula, training materials and handouts, monthly reports, and other documents in support of program areas; Coordinate with other Partnership staff and GOER for training materials, contracts, purchase orders, travel requests, and other administrative processes in support of the program area; Manage within budget parameters and compliance regulations. Curriculum Review and Evaluation - Coordinate curriculum development and revision that specifically addresses the training needs of Labor-Management Committees (LMCs); Monitor and review the quality of curriculum by analyzing participant evaluations and feedback from labor-management stakeholders; Identify and arrange for consultants and subject matter experts in support of training objectives.
Training Delivery and Assessment - Deliver training programs for local, regional, and statewide committees, as well as other entities as requested; Identify criteria for evaluating the program’s success and build in benchmarks to measure continuous improvement of programs; Evaluate and assess the effectiveness of training, communicate areas for improvement, and monitor progress; Maintain training skills and program expertise to stay current in the field. Agency and CSEA Outreach - Manage staff attendance at statewide LMC meetings and conferences, LMC education and training subcommittee meetings, and CSEA statewide workshops and meetings to keep abreast of issues affecting labor-management relations at the work place; Maintain contact with labor-management representatives from assigned agencies; Develop and conduct effective presentations on program areas and on the Partnership’s programs and services as appropriate.

Additional Comments Some travel, including overnight, will be required.
