Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent competitive status as a Health Program Administrator 1, G-23 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a G-21 or higher title deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications:

The candidate should have a broad range of fiscal, administrative, and contract management experience, including managing and monitoring contracts and expenditures. Statewide Financial Systems (SFS) experience including initiating grant purchase orders and processing vouchers, purchase requisitions, and reports. Experience and understanding of the B1184 process. Excellent organizational, interpersonal, communication and writing skills with the ability to handle multiple concurrent assignments and priorities. Working knowledge of the department policies and procedures. Proficiency in Microsoft Office software.

Duties Description The Health Program Administrator 1 (HPA 1) will work in the Division of Epidemiology and will have a lead role for the management and oversight of approximately 157 contracts across the Division’s four Bureaus and Statistical Unit. The incumbent will provide technical assistance, guidance and training to managers and administrative staff within the Division related to contracts, procurement activities and other fiscal matters; prepare and review expenditure plans and B1184s; develop RFAs/RFPs for procurements; interpret and disseminate guidance from the Office of the State Comptroller (OSC), Business Services Center (BSC) and the DOH Fiscal Management Group (FMG); encumber funds and process vouchers to ensure timely payments to counties and vendors; and serve as Division Coordinator for the Statewide Financial System. The HPA1 will also assist in the Division's response to assignments from other offices within DOH on a variety of administrative, fiscal and operational management issues.

Additional Comments Permanent, full-time appointment. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required.
