Minimum Qualifications Open to New York State employees with one year of permanent competitive service as an Information Technology Specialist 2 (Programming), G-18; OR who are in a position at G-16 or higher and deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description This position is within the Finance/Regulation/Gaming Cluster in the Enterprise Information Management Bureau and Data Warehouse Section.

Under the general supervision of the higher level Information Technology Specialist, the illustrative duties of the incumbent include, but are not limited to, the following:

• Design and develop new and enhanced automated systems, and participate in the development, testing, and implementation of new, enhanced or recurring projects or service requests.
• Define and develop user system requirements, review the customer request, and, if needed, refine or clarify user requirements.
• Analyze programming requirements and data sources needed.
• Plan and develop computer code using Cobol, SQL and Unix scripting, COGNOS, DataStage, or SAS.
• Develop test plans and testing requirements for applications.
• Collaborate with users to implement tests and review results.
• Document project progress with project notes and flowcharts.
• Implement applications and provide user support.
• Define and resolve or facilitate the resolution of user problems with production systems.
• Develop or participate in the development of customer training programs for new or enhanced systems being implemented.
• Analyze and provide input to the supervisor on the impact of the planned systems initiatives on unit operations and/or resources.
• Adhere to the Department's time and attendance rules and regulations.
