Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for the title; OR

Transfer Opportunity: Candidates must have one year of permanent competitive or 55-b/c service as a Director Staff Development and Training 1 and be eligible for lateral transfer;

OR

Be eligible for transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55-b/c service as an Director, Staff Development and Training 2, Education Director 2, or Mental Hygiene Staff Development Specialist 4;

OR

Be eligible for transfer via Section 52.6 of the Civil Service Law by having one year of permanent competitive or 55-b/c service in a title designated as appropriate for Section 52.6 transfer within two salary grades or one M grade of the M-1 level.

Provisional Opportunity: In the event that there is not a valid eligible list for this title, candidates who meet the following promotion or open competitive qualifications may be qualified for a provisional appointment.

Promotion: Candidates must have one year of permanent competitive or 55-b/c service as a Mental Hygiene Staff Development Specialist 4; OR two years of permanent competitive or 55-b/c service as a Mental Hygiene Staff Development Specialist 3 or Mental Hygiene Staff Development Specialist 3 (Nursing).

Open competitive: Candidates must have a bachelor’s degree in a human services field* AND six years of post-degree experience in the development, delivery, and management of staff development programs in a mental hygiene setting.** Two years of this experience must have been in a supervisory position in a setting providing services to individuals diagnosed with mental retardation, mental illness, or alcohol and substance abuse with the responsibility for all or a major part of a comprehensive staff development program. SUBSTITUTIONS: A master’s degree in a human services field* may be substituted for two years of non-supervisory experience. A doctoral degree in a human services field* may be substituted for the four years of non-supervisory experience.

*For the purpose of this position, a human services field includes disciplines related to the following: addiction studies, child and family studies, communication, communication disorders, community health, medicine, education, gerontology, health administration, human services, nursing, nutrition, occupational therapy, physical therapy, psychology, recreation therapy, creative arts therapy, rehabilitation counseling, social work, and sociology.

**For the purpose of this position, a mental hygiene setting is one which is primarily serving individuals diagnosed with mental retardation, developmental disabilities, or mental illness.

Candidates appointed provisionally must take the next scheduled Civil service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who are disqualified, do not pass the examination, or achieve a reachable score may not be retained.

Duties Description As a Director Staff Development and Training 1, you would plan, organize and oversee a comprehensive education and training program for facility staff, including employees in community-based programs; supervise training staff in developing and conducting education and training programs and in providing educational and career counseling for employees.

If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.


If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.

Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
