Minimum Qualifications Eligible for a lateral transfer or eligible for a 52.6 transfer by having one year of permanent competitive service in an appropriate title.

Duties Description The selected candidate will be the primary labor relations specialist for the agency. In that role, s/he will provide advice and consultation to program managers, employees and union representatives regarding issues addressed by the negotiated agreements between the State and the employee unions. S/he will investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct agency-level grievance investigations and conduct grievance and disciplinary hearings, act as advocate for the Agency at arbitrations and conduct labor/management discussions. The incumbent will conduct training in counseling, effective supervision, performance evaluation and other labor relations-related topics.

The selected candidate will also serve as the management chair on the local health and safety committee and coordinate the agency-wide labor/management meetings.

Additional Comments Appointment to the position is contingent upon Division of Budget approval. You must be a current New York State employee to apply for this position. A contingent-permanent appointment will be made. Travel is required. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
