Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or non-competitive 55b/c service as a Contract Management Specialist 1 OR have one year of permanent service in a title SG-16 or above deemed eligible to transfer under §52.6 of the Civil Service Law OR have one year of permanent service in a title deemed eligible to transfer under §70.1 of the Civil Service Law OR be reachable on the Contract Management Specialist 1 eligible list OR be reachable on the SED Public Administration Trainee Transition (PATT) eligible list OR be reachable on the Professional Career Opportunities (PCO) eligible list OR be reachable on the Public Management Intern (PMI) eligible list.
§70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Contract Management Specialist Trainee 1 if they have a standing on the PCO eligible list or the PMI eligible list AND are currently a New York State employee in a title SG-11 or higher. A candidate may be eligible for nomination for §70.4 transfer to Contract Management Specialist 1 if they are a current New York State employee and have one year of permanent competitive service in a title SG-16 or above AND have a standing on the PCO eligible list or the PMI eligible list
Employees of ACCES-VR who are currently in a Contract Management Specialist 1 position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.
*Leads to a maximum salary of $66,494 based on annual performance advances.
Duties Description The New York State Education Department’s (SED) Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill a Contract Management Specialist 1 position in the Budget, Finance, and Compliance Unit. The incumbent will work under the supervision of the Associate Accountant, and will assist with oversight of contract management. Major responsibilities include, but are not limited to, the following:
• Assist with the development and/or negotiation of contracts, Requests for Proposals (RFPs), Invitations for Bids (IFBs), Sole/Single Source Procurements, and other related financial documents;
• Review proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds and appropriateness of rates;
• Conduct cost evaluations and assist with the preparation of cost evaluation reports;
• Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations;
• Resolve minor changes or additions to contracts;
• Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies;
• Track contract implementation and performance;
• Assist with resolution of problems identified by agency staff or vendors with the contracts, RFPs, IFBs, Sole/Single Source Procurements, or other related financial documents;
• Monitor the voucher payment process for assigned contracts and ensure voucher audits are conducted in a manner consistent with contractual payment provisions;
• Prepare ad hoc analysis or reporting for any issues, questions, or requests for information from key internal and external stakeholders; and
• Assist with special assignments and projects.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent-contingent appointment. Filling of this position is contingent upon Division of Budget approval. Salary above applies to candidates appointed to Contract Management Specialist 1, SG-18. The hiring rate for candidates appointed to Contract Management Specialist Trainee 1 starts at $39,713 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Contract Management Specialist 1 upon the successful completion of a two-year traineeship. Appointees from the PATT and PCO lists must serve a two-year traineeship. Some transfers may also require completion of a traineeship.
