Minimum Qualifications Open to NYS employees with one year permanent competitive service as a Manager Information Technology Services 2 OR in a position at SG 27 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.

Duties Description The Manager of Information Technology Services 2 will serve as the manager of business solutions at Higher Education Services Corporation (HESC) and will oversee application development activities conducted by staff and vendors under the general direction of an Assistant Director of ITS 1 (Business Solutions Director). This position is critical as all of these duties have a direct impact on our constituents, internal users and external clients, and are vital in ensuring a high-level of customer service while remaining in compliance with all applicable laws, rules and regulations.
Duties will include but not be limited to:
• Manage and coordinate computer application development projects to support agency goals including meeting requirements of both new and existing systems
• Ensure all projects are implemented, according to the SSDLC (System Development Life Cycle), on time and within budget
• Direct state of the art development with an eye toward future technology
• Establish priorities and standards. Assign & distribute work to project team members.
• Ensure all data/system interfaces, network connections, call center and web systems, and other peripheral systems are installed and functioning properly
• Ensure all testing activities are performed properly and systems function according to HESC specifications
• Develop, plan, and satisfy all training requirements
• Maintain administrative responsibilities including budget requests and RFP (Request for Procurement) preparation and evaluation
• Directs meetings attended by project team members, agency management, end users, and vendors. Provide periodic updates to HESC executive staff
• Develop, interpret, communicate, and enforce policies, plans, procedures, standards, and internal controls for HESC, including; operational support, audit requirements, data security concerns, disaster recovery, risk assessments, and performance monitoring.
• Direct activities related to all future system enhancements and maintenance support
• Perform other duties as assigned
