Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4 (Database), G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Duties Description This position will be located in the Health Cluster Business Solutions Division supporting the Prescription Monitoring Program and the Istop project

Duties include, but will not be limited to:

• Schedule direct and participate in meetings with ITS management and host agency program staff to discuss specific application development and systems analysis projects and initiatives.
• Prepare reports to program management, identifying the costs and benefits as well as the advantages and disadvantages of a proposed project.
• Define the scope, work estimates and timeframes for project completion.
• Define expectations and monitor the progress of project work plans and schedules.
• Make recommendations as necessary whether or not to continue with a project.
• Assign and reassign staff resources as needed to address project workload.
• Facilitate the coordination of work between multiple project teams which may have similar testing/implementation needs.
• Assist subordinate staff in technical problem resolution as necessary.
• Assist staff in requirements gathering and system/application design.
• Evaluate how a particular project/application impacts and interfaces with the rest of the system using an understanding of the overall system design.
• Develop timeframes around critical dates to ensure timely completion of projects.
• Identify and resolve technical or scheduling problems connected with projects.
• Write progress reports to management and agency staff outlining project status, what has been done, what needs to be done, and timeframes for accomplishing tasks.
• Participate in the development and review of application development standards, policies and procedures.
• Participate in the development of skills assessments and training guidelines for technical staff.
• Supervise state staff and perform supervisory duties including conducting performance evaluations, coaching or counseling as needed.
• Supervise contract staff and participate in the contractor procurement process.
