Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, G-27 OR in a position at the G-25 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.

Duties Description Within End User Services of the Chief Operations Office and under the general direction of a Manager of Information Technology Services 2, the End User Services Regional District Manager oversees and coordinates all aspects of the End User service delivery as it relates to Level 1 and 2 incident reporting and resolution and Level 3 Workstation Management. Responsibilities include, in large part, the day-to-day tactical oversight of the service areas as they relate in their district. The incumbent will oversee staff and coordinate IT operational and project related efforts to ensure that all end user services adhere to ITS and industry best practices associated with service documentation, management and delivery.

Duties include, but are not limited to, the following:

• Technology assessment for gap analysis purposes and identify opportunity to better leverage system features and capabilities.
• Team skill assessment, gap analysis, and positive change execution through appropriate management and mentorship.
• Assist team leads with optimizing system health monitoring, maintenance and reporting.
• Develop and maintain detailed management plans for major areas of responsibility. Define purpose, scope and objectives of short-term and long-range projects for the specialty area.
• Direct meetings attended by project team(s), agency management, users and IT staff to discuss EUS-specific and Enterprise projects.
• Assign work to subordinate supervisors and perform the full range of supervisory responsibilities. Monitor project progress, review major staff initiatives and make recommends as appropriate.
• Work with counterparts within the ITS organization to ensure compatibility of all initiatives and acquisitions within and among the IT specialties.
• Develop alternative solutions to problems and consults with other IT staff and users to evaluate the effectiveness of proposed solutions.
• Develop procedures, standards and internal controls for the conduct of work within the specialty area. Monitor compliance and takes appropriate action as needed.
• Write progress reports for IT and agency management that describes project status including the technical, fiscal, and staffing issues associated with project completion. Assist management in the development, interpretation, review, and communication of IT policies, procedures and standards.
• Develop or participate in the development of training guidelines for IT technical staff.
• Cross train technical staff to follow proper operating procedures necessary to maintain support capabilities across multiple agencies. Perform annual and semi-annual performance evaluations. Perform the full range of supervisory duties.
• Report and discuss issues with management when necessary.
• Provide technical and administrative supervision to subordinate staff. Work with Cluster Service Desk leads on unit initiatives, attend unit and department/cluster meetings as needed, attend training as needed and investigate new trends in Service Desk related areas.
• Perform related duties as required or assigned necessary to support the End User Services.

Additional Comments There will be intermittent travel. Positions with End User Services may require up to 25% travel and the ability to lift up to 50 pounds. Some positions may require fingerprinting.
