Minimum Qualifications Individuals must be employed by New York State to be eligible for appointment to this position. Candidates must be reachable on the current Civil Service eligible list for the title;

OR

Have one year of permanent competitive or 55-b/55-c service as an Associate Personnel Administrator and be eligible to transfer

OR

Be eligible to transfer via 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the Grade 23 level.

In the event that there is not a valid eligible list, candidates who meet the following promotion examination qualifications may be qualified for a provisional appointment. Candidates must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Senior Personnel Administrator, Administrative Assistant, Head Clerk Personnel, Health Facility Management Assistant, Health Facility Management Assistant (Veterans' Home), Health Program Administrator, Payroll Examiner 3, Personnel Status Examiner 3, Senior Classification and Pay Analyst, Senior Municipal Personnel Consultant, Senior Staffing Services Representative, or Senior Staffing Services Representative (Attendance and Leave).
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
NOTE: In accordance with Section 52.7 of the civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Associate Personnel Administration at The Nathan S. Kline Institute for Psychiatric Research. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.
The promotion field for Associate Personnel Administrator position consists of candidates who have one year of permanent service as Senior Personnel Administrator, Administrative Assistant, Head Clerk Personnel, Health Facility Management Assistant, Health Facility Management Assistant (Veterans' Home), Health Program Administrator, Payroll Examiner 3, Personnel Status Examiner 3, Senior Classification and Pay Analyst, Senior Municipal Personnel Consultant, Senior Staffing Services Representative, or Senior Staffing Services Representative (Attendance and Leave).

Duties Description Associate Personnel Administrators perform and typically supervise the performance of various personnel activities such as position classification, recruitment, placement, and employee services for the purpose of staffing, developing, and maintaining an adequate and competent work force. Incumbents may also assist in employee relations and staff development programs. Typically, incumbents are generally responsible for a significant segment of the overall agency personnel program and, under policy direction and guidelines, operate with relative independence in the planning, organizing, conducting, and coordinating of personnel activities to attain specific objectives. Incumbents may personally conduct personnel studies with significant agency ramifications and participate on intra- or interdepartmental management committees concerned with resolving broad issues in personnel administration.

Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
