Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55 b/c service as an Agency Training and Development Specialist 1 OR have one year of permanent competitive or 55 b/c service in an administrative title and eligible for transfer under §52.6 of the Civil Service Law OR have one year of permanent competitive service as a Mental Hygiene Staff Development Specialist 3 to transfer under §70.1 OR have one year in a title at or above SG-11 and eligible for transfer under §70.1 of the Civil Service Law to the two-year traineeship for this title OR be reachable on the Public Administration Traineeship Transition (PATT), Professional Careers Opportunities (PCO), or Public Management Intern (PMI) eligible list. Appointments made from the PATT, PCO or PMI lists require completion of a two-year traineeship.

Section 70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Agency Training and Development Specialist Trainee 1 if they have standing on the PCO or PMI eligible lists and are currently a New York State employee in a title allocated at SG-11 or higher.

*Leads to a maximum salary of $66,494 with annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Office of Human Resources Management (OHRM) is seeking to fill the position of Agency Training and Development Specialist 1, SG-18. OHRM provides personnel services, staff development, labor relations, and employee benefits to staff in various program areas within NYSED. The incumbent will develop, administer, and/or present segments of an agency training program designed to improve the on-the-job knowledge and abilities of clerical, technical, supervisory and administrative personnel. Other duties of this position will include, but not be limited to, the following:

• Identify specific training needs of the Department;
• Evaluate training courses;
• Update existing Department databases and running reports as needed;
• Serve as one of the Department’s primary administrators for the Statewide Learning Management System (SLMS);
• Maintain Department content and course catalog on SLMS;
• Prepare training announcements;
• Plan and coordinate the Department’s employee recognition programs;
• Administer the Department’s compliance with the Joint Commission on Public Ethics (JCOPE) including all required training and filing activities; and
• Perform other duties, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. The filling of this position is contingent upon Division of Budget approval. Salary above applies to candidates appointed to Agency Training and Development Specialist 1, SG-18. The hiring rate for candidates appointed to Agency Training and Development Specialist Trainee 1 starts at $39,720 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Agency Training and Development Specialist 1 upon successful completion of a (two) year traineeship.
