Duties Description Under the direction of the Senior Information Security Officer for ITS ISO Support, and the Director of Information Security Engineering within the Chief Information Security Office\Information Security Engineering Bureau, the incumbent will lead the ITS ISO Support Section (IISO). The incumbent will be an Information Security Officer (ISO) supporting the security needs of ITS and its enterprise services. The position will provide direction and support to subordinate Information Security Analysts (ISAs) within IISO to enable effective delivery of security services to the Chief Technology Office (CTO) and to support other teams within the Chief Information Security Office (CISO). The incumbent will act as a member of the Information Security Engineering team and will assist all NYS ITS teams with review of day-to-day information security requests and tickets, with information security reviews, and with other tasks as part of leading the ISO team for NYS ITS.
The position requires an incumbent to act with a great deal of independence in alignment with CTO and upper-level CISO management strategic direction. The position requires technical expertise in a broad range of areas to permit working directly with technical teams throughout ITS. The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The incumbent must be able to communicate clearly with subordinate staff regarding work priorities and performance. The incumbent will have to work with ITS teams and upper-level agency management to resolve technically complex and politically sensitive issues under pressure.
The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS. Additional information on work schedule will be discussed at time of interview.
Specific duties include, but are not limited to:
• Serve as lead of the team providing ISO support services for CTO and other ITS teams.
• Manage the team responsible for reviewing all requests that require technical CISO approval, such as firewall and network access control changes, directory policy changes, and security changes to shared systems.
• Participate in regular meetings with CTO technical teams to ensure that security is a consideration of the design and operation of CTO systems, in areas such as platforms, identity management, networking, and other shared services.
• Serve as an information security expert and evaluate systems and contract for alignment with agency and State information security policies for systems developed by CTO.
• Ensure that all communications, processes, and teams within Information Security Engineering are done in consideration of the operational concerns and workloads of peer teams throughout CISO and CTO, and that staff always maintain the collaborative attitude and open communications required to successfully carry out the mission of CISO and CTO.
• Assist with coordination of vulnerability remediation and threat response to address critical vulnerabilities within enterprise network and shared services.
• Provide security reviews for ITS shared services and applications and collaborate with CTO groups to provide software architectural guidance, training, and support.
• Monitors and remain aware of information security industry trends, tools, and techniques
• Maintain an adequate level of current knowledge and proficiency in information security through annual Continuing Professional Education (CPE) credits directly related to information security;
• Perform the full range of supervisory responsibilities as assigned and additional duties as required.
Minimum Qualifications Non-competitive: Seven years of information technology, cybersecurity, or information assurance experience*, including one year at the supervisory level.
*Substitutions:
A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience.
An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience.
A master’s degree or higher in computer science or related field substitutes for one year of required experience.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
