Minimum Qualifications Individuals who have one year of permanent service as a Mental Health Program Specialist 3, G-25, are eligible to apply. Additionally, candidates who are eligible to transfer via Section 52.6 and 70.1 of the Civil Service Law will be considered. Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 3, G-25 position in the Division of State-Operated Children’s and Adult Services. The incumbent of this position will manage the implementation of new legislation requiring a complete redesign of the educational system that currently exists within State-operated inpatient programs. The incumbent will also oversee the planning and implementation of mental health services specifically designed to meet the needs of special populations.

Specific duties include, but are not limited to, the following:

• Ensures that OMH state-operated programs provide quality educational programming to children and youth.
• Oversees implementation of legislation that will overhaul educational systems for children and youth in inpatient programs to achieve significant improvements in the quality of educational programming.
o Establishes close relationships with the NYC Department of Education, BOCES and local school districts to enlist support to enhance educational services in OMH programs.
o Works with OMH budget staff on developing and refining a fiscal model that will support educational reforms.
• Collaborates with the State Education Department (SED) and coordinates with OMH facility education coordinators to ensure state-operated facilities are in compliance with all required educational initiatives and/or regulations.
• Oversees facility proposals for utilization of Individuals with Disabilities Education Act (IDEA) funds to ensure they are consistent with SED requirements and are aligned with OMH’s mission and vision.
o Monitors IDEA expenditures.
• Identifies and implements electronic data systems to support quality educational programming, and oversees the collection and reporting of all data required by SED.

• Ensures that state-operated programs and services are able to provide quality services to special populations with complex needs. Special populations include individuals with co-occurring disorders and transition age youth.
• Oversees planning and implementation of mental health services specifically designed to meet the needs of special populations.
• Obtains consultation from national experts on evidenced based program models for treating special populations.
• Develops initiatives to prevent hospitalizations during early childhood.
o Seeks input from families and other stakeholders.
o Collaborates with early intervention experts internal and external to OMH.
