Minimum Qualifications There is no Civil Service eligible list for this title. In order to qualify for provisional appointment candidates must have one year of permanent competitive service in a professional training position at a Grade 23 or higher. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a Grade 661 or higher in a title designated as 52.6 transfer eligible.

NOTE: If the number of interested candidates is three or fewer, a competitive examination will not be held and the agency at its discretion may nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Duties Description The Assistant Director of Training will report to the Director of Training and will be responsible for assisting with developing, managing, implementing and tracking consistent, statewide training and development activities.

Duties and responsibilities include, but are not limited to the following:

• Work with the Director of Training 4 and the 13 statewide training offices to implement a consistent outcome focused training methodology across the agency to advance the agency mission.
• Work collaboratively with statewide training directors and management to ensure agency training needs are met, at both statewide and district level.
• Engage with agency program managers and employees to identify and analyze short and long range training and development needs.
• Supervise central office TD&T staff assigned to 44 Holland Avenue and provide guidance to the 13 statewide training offices, as needed. Assume responsibilities for TD&T in the absence of the Director of Training.
• Oversee the development and implementation of training programs, such as the standardized new employee orientation and annual refresher trainings, to improve employee performance and agency operations.
• Collaborate with leaders and managers to implement training solutions, such as Front Door training initiatives and Workplace Violence Prevention training.
• Communicate orally and in writing with agency employees, supervisors, managers, other State agencies and external stakeholders.
• Leverage technology to enhance training effectiveness.
• Apply management, educational, adult learning, and multi-disciplinary methods, principles and techniques in the development and administration of training and employee development.
• Develop training programs and instructor standards to monitor training effectiveness.
• Provide reports, analyze data and develop recommendations where needed.
• Monitor compliance with OPWDD, GOER and other required training and follow-up with managers and staff who have not achieved compliance goals.
• Build and maintain working relationships with staff at all levels of the agency as well as training organizations, educational institutions, consultants and labor management groups.
• Oversee the implementation of the Statewide Learning Management System
• Oversee the OPWDD training catalog for external learners and the transition of the OPWDD catalog to the SLMS
• Work collaboratively with the labor units to fully implement training opportunities available through bargaining unit agreements.

Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
