Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Associate Administrative Analyst, G-23 OR in a position at SG-21 or above deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

There is currently no Civil Service eligible list for the Associate Administrative Analyst title. Therefore, candidates who meet the following Civil Service Minimum Qualifications for the Associate Administrative Analyst position may be eligible for provisional appointment:

Provisional Qualifications: One year of Permanent Competitive or 55-b/55-c service as a Senior Administrative Analyst.

NOTE: If you are appointed provisionally, you are responsible for taking the next Civil Service examination given for this title. In order to be permanently appointed to the item, you must pass the examination and be reachable for appointment on the resulting eligible list. If you do not take, pass, and achieve a reachable score on the examination, you may not be retained in the position.

If there are no more than three qualified candidates in the direct promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must have 1 year in the Senior Administrative Analyst, SG-18.

• Working knowledge of New York State Project Management Guidelines.
• Familiarity with applicable laws, rules, and regulations.

Duties Description The Associate Administrative Analyst will be responsible performing analysis, management, and procurement of IT organizational resources within the General Government Cluster. The incumbent will participate in the planning and acquisition of IT resources to support agency business processes using state and contract resources. Duties will include but are not limited to, the following:
• Analyze organizational problems, review agency and project goals and timelines, as well as the number, type and level of positions in the organization.
• Collect and analyze information, find solutions and make recommendations relating to IT resources that are needed, including skill level, time estimates, and cost.
• Gather and document program requirements.
• Conduct interviews, facilitate meetings, and occasionally make presentations.
• Prepare written reports, procedures, organization charts, workflow charts, and other required documentation.
• Develop job descriptions and justifications.
• Participate in project teams or work groups.
• Assign tasks and assignments, and review work for compliance with fiscal, project, and program schedules, for accuracy and completeness.
• Perform a full range of supervisory duties, including training staff on new or revised policy, procedures, laws, and regulations related to their job duties and providing technical guidance and direction as needed.
