Minimum Qualifications This position is a transfer opportunity for NYS employees with one year of permanent competitive service as a Principal Clerk Personnel, G-14, or in a title at Grade 12 or above that is eligible for transfer under Section 70.1 of the Civil Service Law such as Administrative Aide, G-13; Agency Program Aide, G-13; or Principal Clerk, G-14. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
NYS employees who are reachable on the current Principal Clerk Personnel eligible list will be canvassed and are not required to respond to this posting.

Duties Description Within the fast-paced, challenging environment of Human Resource Services, the Principal Clerk (Personnel) will be assigned to the Eligible List Unit (ELU) and will perform a full range of paraprofessional recruitment activities, including but not limited to:
• Utilize the Eligible List Management System (ELMS) to open list certifications for assigned recruitments.
• Create and distribute email, phone, and mailed canvass letters; code responses from candidates and create lists of acceptors. Maintain hard copy folders for each recruitment and enter status updates in ELU database.
• Monitor canvass response due dates and cert expiration dates and proactively provide responses and follow up with Personnel Administrators to ensure timely action.
• Ensure additional information required for providing supplemental information for position-specific recruitment such as LERTs and selective certification.
• Post job vacancies on StateJobsNY and provide assistance with reviewing responses to determine eligibility.
• Post Student Intern/Assistant positions on the New NY Leaders Student Portal, coordinate responses to program areas, request and receive verification documentation, and track appointments.
• Prepare, review, add program area information, and distribute various reports from NYSTEP.
• Respond to questions from job applicants regarding receipt of their information.
• Perform additional activities in support of Human Resource Services as required.
