Minimum Qualifications Candidates must be reachable on the Civil Service eligible list. Applicants must have one year of permanent competitive service as an Associate Statistician, SG-23 or be eligible to transfer under section 70.1 as an Associate Actuary Life.

Duties Description Responsibilities and duties for the Associate Statistician (SG23) position include: • Plans, organizes, leads and directs the activities of the Policy and Research Bureau (PRB) o Offers suggestions and recommendations on how best to allocate PRB and ITS resources to pending activities. Presents division managers with resource allocation proposals based on pending projects, resources and current priorities. Develops a work plan and maintains the flow of information that is essential to informed work planning. o Assists division management in developing a proposed research agenda and in identifying the appropriate statistical analysis required by the short and long range research activities. • Assists Policy and Research Bureau management in promoting application of the appropriate statistical analysis techniques as well as developments in applied and theoretical statistics. • Works with Policy and Research Bureau management in developing appropriate recommendations and plans that are consistent with the agency’s mission, core values and vision. • Assumes responsibility for the development of internal quality assurance processes and performance standards and methods for evaluating results. • Works on projects and evaluates participation (Lessons Learned) in order to improve the development and delivery of future Policy and Research Bureau services on similar projects. • Participates in the Board’s Data Governance committee and assist with data management and quality control efforts. • Develops performance measures for various processes within the NYS Workers’ Compensation System including identification of available internal and external data sources. Management/Supervisory duties: • Supports division management with a range of management responsibilities including resource allocation/assignment and prioritization recommendations. • Helps to maintain a current mapping of the short and mid-range research planned and the resources allocated to those projects. • Identifies HR issues and raises HR matters to the attention of division management. • Assigns work to subordinate staff, providing procedural guidelines and technical assistance as needed. Maintains a close working relationship with the subordinate staff in making assignments, evaluating work performance and providing assistance. • Supervises Senior Statisticians, Statisticians and support staff in a manner that makes optimum use of their existing abilities and assists them in improving their level of knowledge, skills and abilities. • Works with Policy and Research Bureau management to determine training needs and procure training opportunities, both formal and informal, to ensure optimal staff performance. • Provides guidance, direction and feedback to supervised staff on a regular basis and encourages cross staff communication to ensure staff knowledge of Board policy goals and cooperative action to achieve those goals. • Evaluates Policy and Research Staff activities like internet usage, telephone usage and administrative time and provides feedback.
