Minimum Qualifications Applicants must have one year of permanent competitive service as Budget Examiner, M/C-18, OR one year of permanent competitive service in a title eligible to transfer under section 52.6 of Civil Service Law.
Duties Description The incumbent will serve as a member of the Health Care Reform Act (HCRA)/Acute Care Team within the Medicaid Section of the Health Unit. The team is responsible for all budgeting associated with HCRA and Acute Care expenditures through Medicaid. The assignments include:
• Developing and evaluating fiscal and programmatic initiatives related to hospitals and clinics--including funding for graduate medical education, indigent care, vital access providers and behavioral health;
• Projecting and monitoring HCRA revenues and expenditures for consistency with the State Financial Plan;
• Monitoring the implementation of the Federal Medicaid Redesign Team Waiver and the introduction of the Delivery System Reform Incentive Payment (DSRIP) program;
• Preparing responses to public concerns regarding HCRA and Medicaid financing;
• Analyzing impacts resulting from Federal and State policy changes, including the HCRA Modernization Task Force; and
• Working with staff from the Governor’s Office, the Legislature, the Department of Health and other State agencies and other Units within the Division of the Budget.
A position on the HCRA/Acute Care Team will also offer the Examiner a unique opportunity to conduct research and develop recommendations related to health care financing and the State’s health care reform agenda.
